Cone area will be ~ 1/16 of the full size cabinet but the cabinet internal volume will be 1/64 of the full size cabinet so something has to give, basically bass extension. a full 2 octaves of bass extension for the same efficiency. or lose 18db of efficiency for the same bass extension.. Checked on finished cabinets and the exact width of the horn opening is 69.8cm = 27.45" the 828 plan (below) calls for 28" so you are correct a slight bit smaller. if you look at mashall kay's drawings you will see that the 3/8" inch flare reduces the horn width when compared to the 1/4"..
